I spoke with my CDR about my intentions in January 2020 to give him and the BC as much of a heads up as possible. My requested release date is being denied because there are no officers scheduled to be replacing me. There are no officers in-bound because no one was requested at the last manning meeting (this is what I've being told). How far out should I have made my intentions clear? The regulation states REFRADs can't be submitted earlier then 12 months and no later then six months prior to the separation date. If your are in any type of MTOE it will be a fill. That process drives all the Manning cycles for the year. <br /><br />Are you simply being delayed on REFRAD or being denied all together?<br /><br />What you may be describing is the slating process and the communication with your branch manager by your HQ for inbound officers in the upcoming Manning cycle. So if your BN or BDE doesn't outbound officers to the advanced course, they don't get inbounds for LTs and CPTs. I had to make the hard choice as an XO to allow experience to leave rather than have a mismanaged, unhealthy Officer population.
