I have some soldiers that are leaving active duty and are seriously going to be hurting if they are required to turn in digital ACUs, and im not speaking about any cold weather/rain gear.

Any OCIEvtgat must be returned can also be accounted for the the Company Commander.

When I left active duty 2 years ago it was on my record to turn in but CIF told me to throw it away.
It may be worth the trip to CIF for a partial turn in to get that stuff removed from your record now if they will just remove it. My back up plan was to get some ratty scraps of ACUs and turn them in.

yep. been there done that. take an ACU top, rip it in half, take off the sleeves and presto you have 4 ACU tops to turn in.... CIF doesn't care because they are just going to throw it out anyway.
