What type of award is warranted for a SGT/P who is pcsing that was a acting Motor Sergeant and PLT SGT?

MSM or an ARCOM would be sufficient just remember what they have done sounds like it is more worthy of an MSM but make sure that all of the bullets show quantitive measures.

What did the Sergeant accomplish? That will determine what is appropriate.
Longevity and responsibility are two legs of the stool, the third and most important is accomplishment.
I would probably start writing with an ARCOM in mind and see what was justified based upon accomplishments.
There are several quantitative programs that would allow for objective comparison, such as success in command inspections or maintenance excellence programs to name a couple.

Look my unit in South Korea gave me an AAM when I PCS back to the states. In their eyes I didn't accomplished anything. I was an SPC working in the Motorpool when one day, I was transferred to the Battalion Mailroom, why? Because I was taking charge in the Motorpool and they couldn't have someone who wanted to work. While in the mailroom, I passed the test given by the USPS on the first try. I did everything by the book and I created a more efficient way to have service members' mail available to them. It seems like my unit command took notice because I was transferred to my unit Orderly Room. The SFC NCOIC and PLT SGT of that section told me that I was assigned by the CO and the 1SG to replace him on his duties. So I was like ... "Wait what? I'm going to be the NCOIC for the Orderly Room (but I'm a mechanic) and also the 1st Platoon PLT SGT (I'm a Specialist)??? Well I did it, way better than anyone I knew before me. But it didn't mattered, by the time I made back to the Motorpool, the unit forgot my accomplishments and when I PCS they gave an AAM.

Hmm, nothing. He did his job as he should. Guess handing out awards now adays is how the ARMY is. In my day you EARNED your awards, and those were few & very far between. Doing your job netted you nothing.

There are a lot of great posts in this thread. The thing most people forget and the 1SG said was, "award worthy". Just because you are slotted as a Motor Sergeant, doesn't mean that you have successfully completed all tasks that the Army deems a Motor Sergeant should be doing. To know the scope of a Motor Sergeant you should look into ACT. Follow those guidelines and go above and beyond those guidelines. Believe it or not I have been in the same situation and I only got a AAM. Some MTOE's are not offered a Motor Sergeant but a Section Sergeant, both E-7 slots in Ft. Lewis. While serving here in Korea there is a position for a Motor Sergeant, that by MTOE, rank requirement is a E-5, yes believe it. Everything is dependent on your MTOE and what position the S1, or leadership has you in. Just because you consider yourself a Motor Sergeant doesn't mean that S1 is tracking you as that. You need to look on your ERB and ensure that it says that's what you are and that's, by MTOE, a higher position that you are filling. If not you will not get the credit that you deserve or that you put forth in your job.

Whomever said msm i dont agree with! Its the type of NCO you are. I could see an ARCOM if you did that job well. Just because you held the position does not mean that you deserve the award. If you do not have sustaining bullets on your award then that would speak for itself.

Put in for a MSM but more than likely it will get pushed down to a Arcom. They may say rank doesn't play a big role in getting awards but we all know thats a lie.

What did they accomplish? Did they reduce down time of vehicles? Did they increase driver knowledge of PMCS. Did their soldiers gain any knowledge and or get leadership to encourage them to do better.... Did they train their team to operate with out leadership?
So really the first step would be to interview the soldiers under this leadership..
