With the number of crazy people out there running different countries the list includes way more than two but I'll play the game. I think we are always going to see North Korea and Iran top the list. Their may be a lot of rhetoric but I don't think any one country would actually use them, even if they could build them. Nukes are expensive and countries want to be known for building them, not using them. Now, for a third party bad actor, yes - I can totally see one of them using them as a message. These are folks who won't care if the people they report to represent are killed or not. That's where the real danger is as I see it. Terrorists would, but I don't see any countries, even nK, or Iran giving nukes to them, for fear of them getting used in their local area, or on them. ISIS could easier bomb Iraq, or Kurds, then here. But if they got a nuke, it would probably be a Soviet Nuke.
