For instance, if you thought you were performing at the top 1% and have quantifiable data to back this claim (things that had never been done that have a large mission impact/higher performance scores/multiple additional duties/etc), but received a rating of lesser, what steps would you take? Of course we all know that the Senior Rater comments are for POTENTIAL and should reflect as such, but surely there are smart people on this website and are more tactful than I am -- please share any insight on how to go about requesting a conversation with your senior rater. Maybe you&#39;re not the top 1% of all the SSGs they&#39;ve rated in their career. That is your built-in &quot;opportunity&quot; to discuss with senior rater. Make them do their job, don&#39;t let them do it through E-mail or pawn it off on rater.<br /><br />Second, your senior rater SHOULD be counseling you. This almost never happens, in my experience, but it is supposed to.<br /><br />Third, your senior rater likely has office hours. It may be during your &quot;off&quot; time, so will require you to sacrifice, but if it is important to you, make the time to go fit into his or her schedule. What are the Sr Rater comments? What was the rating level? What is the Sr Rater&#39;s rating profile?<br /> <br />It could (and probably is) very well be the Sr Rater doesn&#39;t have the numbers in their rating profile to mathematically give a Top Block.<br /><br />So, when faced with Top Block limitations comments are very important to the &quot;system&quot; and future boards are supposed to read between the lines. <br /><br />Sr rater comments that are great:<br />Send to school now, promote ahead of peers, ready for duties above current grade. <br />Sr rater comments that are at the mark<br />Send to school when eligible, promote with peers, ready for broadening duties<br />Sr rater comments that are death<br />Send to school when ready, needs further mentoring, not ready to promote with peers<br /><br />So............ it&#39;s not &quot;important&quot; that a top block is given if the comments support going to school NOW, promoting ahead of peers, etc.........<br /><br />***********<br />Who is the Sr Rater? Do they know the impact they have on careers? Are they overwhelmed with Evals? <br /><br />I say this over and over and over again.................. for me personally the evaluated soldier has to provide me the justification to give them top block and strong eval comments. Otherwise, without documentation up or down they get a Meets Standard eval. <br /><br />You never are going to get a better eval than the one you personally right for yourself. <br /><br />Now....... that&#39;s not how the system is supposed to work, but that&#39;s what the support form is for. Spell out the bullet points for each section so your rater and Sr aren&#39;t racking their heads trying to come up with something. They don&#39;t remember what you did in the last 12 months. They are trying to cover down on their own evals. <br /><br />*************<br />Just think of all those SF soldiers that got screwed by the Eval system. They are the top 1% of the entire army, and less than 50% of them can get top block. For starters, does your Senior Rater have enough SSGs they are Senior Rater for to even be able to give a Top Block? You have the data, but does your Rater and Senior Rater have that data? And how to request a conversation with them? Just ask them. That&#39;s pretty much it.
