If you have no orders, you have no report date. If they don't have a good answer, then start up the chain of command. I expect there is an Army directive covering such PCS moves with performance standards for the orders-issuing agencies. It looks like you're in a short-notice situation. If this puts an undue hardship on you and your family, you can request an extension to your report-no-later-than date.
