What's the longest you've ever waited for an evaluation to get to you?

So, a non-idle question....
What is the longest it has taken for YOUR evaluation to reach you?

This seems in my experience to be a chronic problem in the Reserve components. Please select an option or if you have one of the epic > 1 year ones, would love to hear it.

< 90 days HAD been my longest, though I am about 7 days from reaching the next category.

In my last unit, I inherited people that were missing 2-3 evaluations that were from 1 week to 5 years overdue. By the time I left, they were all caught up, but I really had to beat up previous units (and my unit to an extent) as well as escalate to O6+ level several times.

Is it really that hard?

Navy E5 evals are due to PERS in March and I didn't sign mine until almost May.

I would say less than a month because either my rater and chain were involved and at least attempted to complete the evaluation. Unfortunately, I've had to write two of my evaluations and make it a habit of documenting everything I do so I at least have a skeleton NCOER come my thru date.

I only selected the 181-365 because you didn't have a 365+ available. I had a REVIEWER that finally signed an NCOER a year after the RATER and SR RATER.

I stay engaged in the process and hold raters and senior raters accountable! As a rater and senior rater, I never let one stay on the desk or in the inbox more than 72 hours total. Usually if there is a good support form and counseling, it is an easy route to get it done, however, the worse the support form and counseling, the harder they are to do.

Being active duty its a bit easier and more reliable. Difficult to understand why it is so hard for other variations in military service. Regardless of status Actie Duty, Guard, or Reserves....there is only right and wrong no gray area ppl should never be waiting unecessary breaks of time to receive and complete evaluations. I know being proactive and developing your own evaluation does provide some support. I also beleive from the enlisted side that madatory filings to HRC on a quaterly basis prior to a Annual or Change of Rater for 2166-8-1 should be done the way the system was made to be operated and maintained.

Usually on time, now it is another story for when it properly is posted to IPERMS. I know have an AER that is going on 9 months without being properly posted.

I will let you know. I have an eval that was due at the beginning of June that's not in yet, and it's preventing me from being able to get a complete-the-record OER for my first look by the CW3 promotion board......

I haven't had any more than 6 months late. But the command I'm in now isn't very good about paperwork or moving things forward....so we'll see how this year's OER goes. I did inherit a Soldier who had been waiting over a year; I had to jump through hoops to get it completed.

I had 2, back to back, that took 6 months to make it to me for signature.... maybe that's why it took me 9 years to pin SFC?

On Active Duty, I have seen Officer's wait up to around 18 months (in some cases) to receive a completed OER signed and blocked of by the Senior Rater.

But, as I told the officers' that I rated, that the delay (at least on Active Duty) was often based on a Senior Rater delaying it so they do not break their Senior Rater Profile as it pertains to Above Center Mass (Top Block) ratings. I would often explain to them, a delay is a good thing because a quick turn on an OER by the Senior Rater (minus the officer going up to a board) normally meant you were getting a Center of Mass or worse rating. I would counsel them, if they wanted me to go to the Senior Rater and demand the OER as soon as possible I would, but a Senior Rater can not bust their Senior Rater Profile, so if they are at risk of busting their profile, you can kind of figure out what you are going to get. "if you want it bad, you're going to get it bad".

I had one languish in nowhere's ville for three years before it was illegally put into my iPERMS. It was put there without my signature, so technically I am still waiting to sign it.

It was a referred OER that my senior command did completely incorrectly. Unfortunately, my behavior supported the referred nature of the OER. One instance, one night, one time - is all it takes, regardless of how the rest of the time for that rating period had gone. However, Jag told them that it had been done incorrectly and then they still found a general officer who would sign off on force-feeding into My iPERMS. A 29 page DA level IG investigative report and a MFR signed by that same two star later, and it is now out of my records.

On active duty I rarely had to wait more than 30 days for any evaluation. After I joined the Guard it typically went 90-120. However for the most part all of my evaluations have been very timely except this one where a senior commander that did not like me found the ability to try to crush my career due to a very poor judgment on my behalf.

I chose 181-365 days because you didn't list "indefinite." I retired in November of 2012 and I never did receive my final/retirement evaluation!

Sir/Anyone,

What can a rated Soldier actually do to expedite the signing (rater/senior rater) of their evaluation? Is there any procedure/recourse in place to help assist the 'process', other than a rated Soldier continually reminding a rater?

.....as a side note, I am not sure if anyone knows this but, per the HRC website, a Soldier being considered for promotion can request a SSB (Special Selection Board)--if non-select--if their last OER prior to the board was not received AND was over 60 days past the THRU date.

(I am 'assuming' that this "60 days" was put into place because anything less probably could have been remedied by the rated Soldier himself/herself, while any longer than "60 days" likely has to do with the rater and/or senior rater, I would think...)

Granted, reasons for promotion non-selection aren't revealed, so there's really no knowing if the lack of that OER actually caused one to be non-selected....but, it is still grounds for requesting reconsideration for promotion by a SSB.

"d. Examples of requests that may warrant reconsideration include:

(2) One or more evaluation reports that should have been seen by a promotion board were missing from the OMPF. These reports must have arrived in HRC Evaluation Reports Branch by the OER cutoff date established in the message announcing the board convene date. OERs that are received in HRC after the OER cutoff date, that are over 60 days past the thru date of the OER by the OER cutoff date, may also qualify for reconsideration."

Its been so long ago for me; most of my units have been pretty good about it. One reserve unit had a very good admin specialist who was very conscientious. I still know her and her husband who were in the same unit together; both very nice people and very good soldiers. She told me she used to take them home every month to work on them.
