Difficult to understand why it is so hard for other variations in military service. Regardless of status Actie Duty, Guard, or Reserves....there is only right and wrong no gray area ppl should never be waiting unecessary breaks of time to receive and complete evaluations. I know being proactive and developing your own evaluation does provide some support. I also beleive from the enlisted side that madatory filings to HRC on a quaterly basis prior to a Annual or Change of Rater for 2166-8-1 should be done the way the system was made to be operated and maintained. I would often explain to them, a delay is a good thing because a quick turn on an OER by the Senior Rater (minus the officer going up to a board) normally meant you were getting a Center of Mass or worse rating. I would counsel them, if they wanted me to go to the Senior Rater and demand the OER as soon as possible I would, but a Senior Rater can not bust their Senior Rater Profile, so if they are at risk of busting their profile, you can kind of figure out what you are going to get. It was put there without my signature, so technically I am still waiting to sign it.<br /><br />It was a referred OER that my senior command did completely incorrectly. Unfortunately, my behavior supported the referred nature of the OER. One instance, one night, one time - is all it takes, regardless of how the rest of the time for that rating period had gone. However, Jag told them that it had been done incorrectly and then they still found a general officer who would sign off on force-feeding into My iPERMS. A 29 page DA level IG investigative report and a MFR signed by that same two star later, and it is now out of my records.<br /><br />On active duty I rarely had to wait more than 30 days for any evaluation. After I joined the Guard it typically went 90-120. However for the most part all of my evaluations have been very timely except this one where a senior commander that did not like me found the ability to try to crush my career due to a very poor judgment on my behalf. Is there any procedure/recourse in place to help assist the 'process', other than a rated Soldier continually reminding a rater?<br /><br />.....as a side note, I am not sure if anyone knows this but, per the HRC website, a Soldier being considered for promotion can request a SSB (Special Selection Board)--if non-select--if their last OER prior to the board was not received AND was over 60 days past the THRU date.<br /><br />(I am 'assuming' that this "60 days" was put into place because anything less probably could have been remedied by the rated Soldier himself/herself, while any longer than "60 days" likely has to do with the rater and/or senior rater, I would think...)<br /><br />Granted, reasons for promotion non-selection aren't revealed, so there's really no knowing if the lack of that OER actually caused one to be non-selected....but, it is still grounds for requesting reconsideration for promotion by a SSB.<br /><br />"d. One reserve unit had a very good admin specialist who was very conscientious. I still know her and her husband who were in the same unit together; both very nice people and very good soldiers.
