In saying that, it is important to remember all general officer nominations must be approved by congress. During WWII, casualties among high ranking officers especially in the USAAF were very high. Occasionally the requirement for commanders is greater than the ability for the nation to promote the best men and women to the proper grade. Hopefully this will never happen again.
