What paperwork do I need to prepare to get my unit to pay for CrossFit level 1 certification?

My commander challenged me to compile a packet to submit so that a few of our soldiers in the unit can get level 1 certification in CrossFit and to start a CrossFit team within my unit

You might-MIGHT-be able to purchase the training through a Government Purchase Card. There are a lot of limitations and caveats that comes with that though. You'd need a legal review for sure to start. Otherwise the cost and participation would have to be voluntary unless you got a sponsor (regimental association, vendors, etc.), and that is a whole other process.

Why doesn't the CDR just send folks to an MFT course and build a program from there?

Talk to your S4, they are in charge of approving all the unit spending, if the commander approves it. If the commander is on board with it, shouldn't be a problem.

The training in question is in preparation for the new APFT test that will be rolled out in OCT 2019 and fully implemented in OCT 2020. The commander is trying to ensure that his folks are going to pass the test. Of course, he should be asking for volunteers and paying for their training as well.
