That's what the internet dependency that is a hard to find configuration when you set it up tell it not to use your Microsoft account, or you can go back in and configure it to use a different account. I have all of the windows 10 computers in my house configured to use local only accounts there is an MSN account tied to them for activation but that's all. I disabled cloud storage and it had no real issues you can also set up metered connections so that it doesn't use the internet as frequently on programs that don't need it. Mine is just fine. But I can observe that updating from Windows 8 to 10 on my wife's laptop has resulted in vast improvement, especially in speed of operations. Also, the interface is easier to navigate. Upgrading my desktop from Windows 9 to 10 shows negligible improvement except that 10 boots much faster than 9. Interestingly, I have to boot then restart my computer because my computer fails to recognize my keyboard from a cold boot. I have yet to figure that one out. However, the cold boot followed by restart in Windows 10 is still faster than a cold boot in Windows 9. Like I said, interesting... I use Windows 10 on my desktop computers, and my laptop computers. One of the features I love the best is that you can set a connection as a "metered" connection, and it won't download updates or do other high data activities with it. That way when I'm at home, it'll update and such, but when I'm out and about on my hotspot, it won't waste my data.

Windows 10 overall has great performance, it's easy to use, and has great (as of posting) security features. I've heard some people have had issues with upgrades, but I've not experienced any issues (beyond some early adopter driver incompatibility, which it warned me about ahead of time, and said I should wait) with upgrading. I've upgraded 3 computers to Windows 10 so far. I've found that tweaking settings to turn off background data and disabling some of the built-in apps can help keep data use in check.

If you’re ever considering an upgrade, Windows 11 might be a bit more optimized, especially with more control over which apps can access the internet.
