What is the regulation(s) for being put on orders and/or deployment if ta-50 or hot/cold weather gear has not been issued?

Spouse and friend re-enlisted and have not received any gear. Only their OCPs. They are being told to report for what is assumed to be Covid relief or something similar but neither have any gear or fleece jackets or anything issued to them. Is there any regulations about this? Our home state is experiencing insane low temps (in the 20s)

There are plenty of regulations about this.
But that won't stop the order, that will just ensure that they won't leave the unit to go work somewhere outside until they have been issued cold weather gear.
That might be an immediate hand receipt with stock available at the unit, or a trip to your state's CIF.

National Guard? If so, your state dictates what your TA-50 issue is. That said they can do an emergency issue of gear if they have it. You need to let your Chain of Command know so the S-4 can get in on the Action.

TA-50 will be issued at the MOB Site. When my Guard unit arrived at Camp Shelby we turned in the state issued ACU gear and were issued complete sets of Multicam gear and uniforms for deployment. If you are talking about local call ups for cold weather response here in the states I doubt you will be called on to survive all night outdoors. Just make sure the heater in the HUMVEE is working!

There is no regulation against it. Just means that if you do not have it before deploying, that it will be issued once you get there. They need to use their COC and find out the particulars.

Probably have to cross load with soldiers that have the gear.
As a grunt in my first unit it I wasn't issued wet weather gear unit a few months before I transferred to another state (in that unit for 3 years). Plenty of times I was in single digit temps in deep snow and the unit just shrugged their shoulders. It sucks and I'm not saying that makes it right but that's the military for you. Your comfort is not their top priority

How in the Hell can your folks not be issued TA-50 or have cold weather gear in their equipment> All it takes is a conversation from your unit commander to what ever CIF near you to have it issued,

They’ll get everything either the day before they leave for a packing list or issued all necessary items and hand receipted at their new duty location.

If there's a mission, supply will get it figured out. Unless you just have a terrible supply nco, or if they don't like you.
