This excludes individuals in their houses on military installations. As for retirees, I haven't seen anything specific as to who will issue retirees their masks. You will either need to buy or make your own or you will not be allowed in the commissary. I just went today without one. They just initiated this here on post yesterday. They (post) included face "coverings" in our document realizing masks are hard to come by. Bandanas or "drive on rags" were on the list of approved coverings. The disclaimer was that they had to be in good taste.
