Below for reference:

http://www.irp.wisc.edu/faqs/faq1.htm

But for ease of use, let's call it $6k per year (the threshold changes when you get more dependents). Next comes into "Adjusted Income" or "Cost of Living" based on local.

Living in a major metropolitan area is going to cost more than a rural area. That's going to change the perception of what a "Living Wage" is.

Then we get into population itself. Poverty is the direct result of population. When you have children being born into economic conditions that are unsustainable, then they will perpetuate, until the cycle is broken, normally through education, and/or getting out of the area where they are from.

So what is the "cure?" There isn't one. It's a socio-economic problem. Instead we have to look for a "vaccine." Reduce birth-rate in poverty stricken area, increase education in same areas until they are "healthy."

In my youth I travelled much, and I observed in different countries, that the more public provisions were made for the poor, the less they provided for themselves, and of course became poorer. And, on the contrary, the less was done for them, the more they did for themselves, and became richer. There is no country in the world where so many provisions are established for them; so many hospitals to receive them when they are sick or lame, founded and maintained by voluntary charities; so many alms-houses for the aged of both sexes, together with a solemn general law made by the rich to subject their estates to a heavy tax for the support of the poor. Under all these obligations, are our poor modest, humble, and thankful; and do they use their best endeavours to maintain themselves, and lighten our shoulders of this burthen? On the contrary, I affirm that there is no country in the world in which the poor are more idle, dissolute, drunken, and insolent. The day you passed that act, you took away from before their eyes the greatest of all inducements to industry, frugality, and sobriety, by giving them a dependance on somewhat else than a careful accumulation during youth and health, for support in age or sickness. In short, you offered a premium for the encouragement of idleness, and you should not now wonder that it has had its effect in the increase of poverty. Repeal that law, and you will soon see a change in their manners. Don't give out free money for ever like they are...make it for a certain period of time....make them accountable for their ways....their actions...what they've been trying to do to get a job....so much is offered to those making under $20 K per year...or even $30 K per year....these people get so used to getting hand outs...and the government just keeps handing it out...here you go...see you next month...STOP IT! Put them on a time table....and make them show proof of their actions...make them more responsible.
The poorer you are, the more you get from the government...they get free buss passes or only have to pay a DIME for a ride.
