What is the actual deadline for submitting your voluntary retirement to the Retirement Service Office? I was informed that it is 9 months from your ETS. For example, if a SM's ETS is August 31, 2023, then should his 9 month deadline be December 1, 2022?

There is no deadline, if you don't submit it in time then you ETS without retirement. HRC will not deny your retirement because you waited too long.
Generally, your requested ETS date should be at least 90 days from when your request hits HRC. You can submit it to HRC one year from your requested retirement date. Last day on AD is always the last day of the month, so if you will leave AD 31 August 2023 then your request can reach HRC 1 September 2022.

SSG (Join to see) RA Soldiers SSG (P) and above must submit requests now more than 12 months out, no less than 9 months out. Outside that window requires a letter of lateness from the first O5 in the Soldier's chain of command.
An exception to that rule is retirement in lieu of PCS..If an SM is eligible to retire and is issued PCS orders in say 8 months, they can choose to retire without the 05 waiver https://www.hrc.army.mil/content/Regular%20Army%20Enlisted%20Retirements%20and%20Separations

Thank you SGM Marquez. The RSO had already kicked my packet last week, because they said that I will need a Letter of Lateness, because my packet will be at the 9 months and 27 days from ETS. In my case (not the example), my ETS is May 31, 2023; so I was tracking that my 9-month deadline would be August 31, 2022. However, I submitted my packet to the RSO on the July 27, 2022, which puts it at 10 months and 5 days. My S-1 said that I may have to get a LOL regardless. What are you thoughts on my situation, SGM?
