Too funny. Still don't know why the CM Officer is responsible, in my mind it should be an ASI. The report should be prepared by the XO or 1SG at the company or by the S3/G3 at battalion and above for the commander's review and approval.

LTC William Forrester probably the same reason the CM NCO has ranges, ammo, and other duties, as assigned: time on their hands. Other than--maybe, big maybe, quarterly CBRN room inspections, and MAYBE a few hours of CBRN training during FTXs, other than NTC and JRTC, there isn't much to fill the time.
Those who do those things well are rewarded by being held in the staff position, rather than rotated to leadership positions in CM units. Those who don't do well are rode hard and put up wet.

LTC Jason Mackay
LTC William Forrester - it has to do with chemical equipment readiness. It's so universal they made it part of their BOLC and CCC.
