But reality was a very different thing, at least in the 80s and 90s. Zero Defects was actually the slogan proudly displayed at Ft Bragg when I got there in 78. And later, while the T in NTC stood for training, I can assure you that a commander and his staffs OERs and career potential was overtly tied to how one performed in those &quot;training&quot; rotations. Same for ARTEPs, and major field exercises and training. During the cold war period, absent actual long term combat deployments, training became the primary vehicle for sorting out the pecking order. <br /><br />After operation Just cause, where the 7th ID (light) had some deaths and injuries due to accidental discharges of weapons, the CG put out a punitive policy letter that stated that any soldier having an accidental discharge with blanks during training would be subject to UCMJ action. Talk about viewing training as not a place to make mistakes. <br /><br />So my guess would be that the Army never came up with a catchy term of art for what you describe, as while they paid lip service to that concept, in reality the ground truth was the exact opposite.
