<div class="images-v2-count-0"></div>As far as I am concerned the most significant event which happened on March 5 in the civil war the Confederate government ordered all vessels to give half freight capacity to government shipments. They must have realized that their internal lines of communications were being constricted an interdicted to some degree. I was saddened to learn that the City of Alexandra, which is just across the Potomac river from Washington, D.C., rejected each of the thousands of votes cast by Negroes in the city election. This was in defiance of the universal suffrage granted under the Reconstruction Act.
