What happened on March 3 during the U.S. Civil War?

There many engagements between the north and south on March 3. The months long naval siege of Fort McAllister, Georgia concluded on this day. The most significant action was the signing of the National Enrollment Act of 1863 which instituted the draft for 18 & 35 year old men, but rich could buy out for $300.

I believe the most significant action on March 3 was in 1863 when congress passed the National Enrollment Act of 1863 and POTUS Abraham Lincoln signed it into law. The next most significant act was also by Lincoln when he issued instructions on surrender discussions giving LTG Grant wide-ranging powers on military matters, but reserving political matters for himself.

The draft instituted on this date in 1863 was so unfair that rioting occurred in the North, especially Baltimore & New York City. No one appreciates the ability of rich men to buy their way of service. By the time of Vietnam, the rich could just hide in certain reserve units or keep getting deferments by school attendance. I suppose that any drafts in the future will still have loopholes that can be exploited. The availability of weapons that can hit targets world wide means military draw ups had better be quick!
