In the Army, the first step in re-organizing a unit is a concept plan. Part of that concept plan will include a manpower survey where you will need to justify the desired new positions. To convert MIL to CIV, it is best to focus the justification on the need for continuity in the position or returning a MIL position to the Operating Force.
