No formal counseling, no enrollment ABCP enrollment, not given the opportunity to re-tape or ht/wt. Nine months later in the midst of a unit transfer (TPU to TPU) an NCOER is received. NCOER reflected a &quot;Met Standard&quot; in all attributes except Presence. Annotates that Soldier did not meet ht/wt standards. Rater (SSG) gives a Qualified rating. Senior Rater (CPT) gives a Not Qualified rating with the comment: &quot;.. has the potential to achieve at a greater responsibility... Promote when eligible.&quot; SM has not signed NCOER and it is still in draft status on EES. SM has attempted to contact Rater and Senior Rater multiple times since 18 September 2019, but has received no response. This is delaying SM&#39;s promotion and ability to fully in-process with new unit since a Change of Rater NCOER is needed as well. Any guidance on next steps? Appeal before submission? So guy busts tape one time. Doesn’t get any flag or formal counseling. No follow up from leadership with tracking ht/wt or tape tests to determine progress? Hate to see this kind of thing. If the SM was taped today would he pass body fat percentage? If so then perhaps the unit commander of the gaining unit can have a chat with the SM and a chat with the losing unit senior rater. If the only hang up is the one busting of tape, but the SM meets the standard now then perhaps things can be changed by the senior rater. <br /><br />I personally hate the tape test and think it’s an archaic method for body fat % when it really comes down to “does the soldier look overweight in the uniform” rather than “is the soldier able to perform on the battlefield”. <br /><br />Maybe I am a little too easy going, but if a soldier under my command isn’t a dirtbag, works hard, completes all his training, does well on his PT tests, and always is willing to step up to help out then I’m not going to crucify them over busting tape if they are putting in the effort.
