When you file a complaint, they can act on it. There are ways to put in fake phone numbers, local and LD. That capability has been available for decades. The Robocalls doing this is more recent. One problem with answering is they can tape your conversation and use your voice. If I don’t recognize the number, if you don’t speak up or leave a message, your call goes unanswered. I use ATT and go in and block each number that calls. Has driven it down a bit. Also, turned the answering machine to the basic automated message, with no identifiers.
