It authorizes spending, but it doesn&#39;t provide the money to actually spend. I&#39;ll await judgment until they actually pass the appropriations bill, and see what they actually provide the funds to accomplish. Congress can authorize whatever they want, but until they provide the funds to spend, it&#39;s only a notional budget. Getting a budget on time means they can start new projects where they can&#39;t with a CR.
