First of all, we need to look at meanings. Satire is used to entertain. Sarcasm is often used to make a point. When we are using satire, we are usually making fun of an issue. If used in a harmful way, like to make fun of a condition a person has no control over, then that is not satire, that becomes something entirely different. Sarcasm, on the other hand, is used to get a point across, usually in a way that embarrasses someone, or makes them feel foolish. Sometimes, it may be warranted. Other times, not.
The prophets in the Old Testament often used sarcasm to show the people how foolish they were. So sarcasm in those instances were used as lesson points. such as when Joshua told one group they should go carve out a place among their enemies since the hill country was too narrow for them. That was using sarcasm. You will find such verses throughout the Bible.
However, what you seem to be asking is if it is wrong to use it. That depends on your reason for using it.
Christ made a point in talking about how we speak to people when he stated in Matthew:
Matthew 12:34-37
King James Version
34 O generation of vipers, how can ye, being evil, speak good things? for out of the abundance of the heart the mouth speaketh.

35 A good man out of the good treasure of the heart bringeth forth good things: and an evil man out of the evil treasure bringeth forth evil things.

36 But I say unto you, That every idle word that men shall speak, they shall give account thereof in the day of judgment.

37 For by thy words thou shalt be justified, and by thy words thou shalt be condemned.

If you read the Bible, you will find he talks repeatedly about how you speak to others, the way you talk to them. What your intentions are, whether you are a stumbling block in the path of others, if you mean to bring harm to them.
James 3:5 tells us
“Even so the tongue is a little member, and boasteth great things. Behold, how great a matter a little fire kindleth!”
James goes on to talk about how words can bring great harm.
You will also find similar words in Proverbs.
I hoped I helped point you in the direction of answers to your question.
