What do you do when you try and do your job and create teamwork but no one takes you seriously?

Have a meeting and tactfully explain what you feel is the problem and ask for suggestions to improve teamwork and morale. By adding them into the decision making to solve the issue at hand, I have found most people will get actively engaged in the discussion and this in itself will start the foundation of building the team. Worst case scenario, get another team.

I'm guessing your not married with kids (haha).
No seriously, you need to find a team building exercise which requires everyone to work together "individually" to the point of failure. Then build the group together "will the all for one, and one for all" attitude to achieve success. Remember "One Team, One Fight!"

This guy is a piece of $&@$ if he worries that the JROTC program "makes it seem like the military is a good option". The education system across the United States is failing,and he's worried that those receiving leadership training and mentorship will choose options the may fit there life best beyond high school. I bet he is a supporter of free Junior College for all as well. "Let's continue to take, without giving" is his motto.
