He was not the one who pulled the trigger, but he gave the order. If he was not made aware of the presence of hostages in the area, then the Intelligence community failed. We sometimes make the mistake of assuming that just because there are hostages, they are innocent of any actions on their part that bought them there. There is more to the story of the "why and how" of this situation than we will ever know, just as in the case of SGT Bergdahal.
