What are the best ways to get promoted to E-5, even though your promotion points are at 798 and you have not been deployed?

There is no best way. There is an only way which would be that you need to max everything.

The best way to get promoted to E-5 (or any grade for that matter) is to be the BEST E-4 you can be and not worry about it. It will happen when He's ready for it - which might be a different time scale than what you want. :-)
