It has to be simple and fast, and makes sense. Hands down those are the only important things regarding UI Development. There are books that look at UI Dev at a project manager level but I haven't really dived down that path before. Then, make the path to completing that task as obvious and quick as possible to perform. A book I would recommend is Designing with the Mind in Mind, by Jeff Johnson. It covers task-oriented design as well as a whole lot more, and it is based on empirical evidence.
