Better overall treatment of Vets. Hire Vets over non-vets can be key to better treatment.
If your wait for an appointment is over 45 days, seeing a civilian doctor should be authorized.

Easier access for new veteran patients who have no idea how to navigate the VA. More veteran employees in the higher positions. And funds allocated by congress used for veteran care rather than cushy offices for civilian doctors while veterans die in sub standard hospital conditions.
