Article never states any prior drug charges. I am unsure what to think about this.

One of the signs of meth use is corroded teeth and she was acting jittery. So I don't think he was out of line.

This is tough. I would say he wasn't out of line. Any part of the body that looks like drug use would (I think) be probable cause. If she instead had needle marks all over her arms, could he ask about that? I would think so. In either case there are explanations that aren't drugs, but I think it was his duty to look further.
