I would say some or all of the following, Capt Charles Blount:

1. Stop sequestration

2. Elect a Republican President (and Congress)

3. Plan for the worst (continued downsizing and smaller budgets)

4. Hope for the best (see #1 and #2 above)

I would say that we need to start cutting unnecessary programs both in the military and the government at large. Some that come to mind are programs like the TSA and building more tanks for our asymmetrical fight.

The military is great at learning to do more with less. As long as the keep us fairly stocked on personnel we can find a way to accomplish our missions.

Our budget is still three times larger than the next biggest, I think we'll manage. We just need to learn to not be so wasteful with our munitions, stop trying to be the world's policemen, rely more on our allies to accomplish things (if at least some of them aren't committed to something, it's probably not as important as we think it is), and step down our constant worldwide presence. In other words step down from our current military superpower position.
