For instance Barack Obama was not the first black president of the United States. But he was the first black president under the Constitution of the United States who. Before The Constitution was drafted there was a black individual elected as president of the United States while the Articles of Confederation was in place. So it would stand to reason if the oldest army base was in operation while under the Article of Confederation of the United States and when the Constitution was established in the United States that same army base was still in operation. Because any army base established under the Constitution of the United States would not be considered the oldest in any way shape form or fashion because the military was established long before The Constitution was drafted, so any base that was built and running under the military of a young United States wow the United States was being governed by the Articles of Confederation those military bases would be considered some of the oldest in the country.
