S-2 personnel have to process that, from what i recall. From NIPRNet to PC is dependant on the classification and content of the files. The S2 and S6, but most importantly anyone who has a government email needs to ensure SIPR stays SIPR, and if that's not the case that the violation gets reported to the security manager.
