Title 10 orders expire 1 April and my new orders are hung up on ToD. Does USAREUR have to send me home ?

Do you not have any leave you can burn in Europe to give your orders some time?

I had to use my leave when my daughter had her gallbladder out. But it looks like my orders are going to come through.

Legally you will have 90 days to get out of country. USAREUR isn't in the habit of notifying the local authorities about people's status. Depends on who you are working for and if they really believe your next set of orders are going to show up sooner than later.

I am living in barracks , and my home is in Missouri. If my state doesn't respond, does USAREUR have to provide my transportation back home?

There are varying degrees of responsibility...
Don't you want the military to provide your transportation back if your orders end? Tickets to the states are not cheep from here.
