When I started taking the exam and found out that the eval was worth more than the exam, it didn't make any sense to me. I know a lot of Sailors wanted the exam downgrades or eliminated, and evals upgraded... but that only helps one type of Sailor (and often not the high-performer, but either the brown nose, or the Collateral-Duty Warrior).<br /><br />I think, ideally, there should be an even weighting to exam, evals, and time. Each brings something significant to the table - technical knowledge, performance, and a seasoned hand. Higher scores (more knowledge) is rewarded by more points on the exam. Conversely, better evaluations are more important on the test when a Sailor is aspiring to and/or reaches the LPO level. This puts more emphasis on leadership than technical ability. It aims to encourage leadership while still maintaining one's rating expertise. <br /><br />I like it. After all, how many people have you seen promoted who could blow a test out of the water but were abysmal leaders? Nobody wants to work for those people.
