I tried to guess which ones it was legal in and was so wrong. Also, with all due respect, you read it a little wrong. It is illegal in 25 states. Of the remaining, it is fully legal in 19 and with conditions in 6. I don't know, I thought my cousin that was 6 months older than me was pretty hot!
