I don't believe that it would raise the risk. But reading the article it does sound like some could be confused what they are. We do need to keep up with technology and keep America ahead in the game. But I see the big problem being affordability. Also could that money be spent on better advancements for the Armed Forces.

It will clearly spark an arms race, and perhaps reinvigorate the ABM development, but the risk of nuclear warfare rides upon far more than just technical developments.

I believe the risk is always going to be there, but we do have to stay ahead in this game regardless.

Good question, Decision-making processes, who is part of the discussion, and covering all the bases will always be a determinate. Can a hypersonic weapon be recalled before it arrives?
