A great idea the Navy had years back was called the Navy & Marine Corps Intranet, or NMCI. On paper it was awesome. A single, global network accessible anywhere. No more did you have to establish trust relationships with networks outside of your own, share Global Address Lists, etc. Now you had one network with centralized administration.
The implementation on the other hand? Didn't work out so well... No longer could you call your local IT help desk to fix something. Your local IT guys were no more than middle men between the end user and NMCI. Heck, we weren't even allowed to change printer toner cartridges under the NMCI Service Level Agreement.
