Personally I think a person should keep a professional appearance at all times, whether in or out of uniform. While that being said, as a recruiter, we just didn't want holes in the ear on applicants. Its not a big deal to me for someone who wore ear rings when i wasn't in the military but I don't know the reasoning on why not if you are off post or on leave.
