It is a great tool and gives the incoming member a POC for anything they may need. The program is working but it still has a lot of changes coming down the pipe. The EXORD for the new changes has no not been signed. Currently, the program requires you have submitted the DA 5434 to be processed to get your PCS orders. The tentative change is, that you will havve to have a sponsor to be issued your Installation Clearing Papers. Once the ACT program goes on line to the other 5 of 6 phased location (each phase has multiple locations) it will be an easier program. But unfortunately or not, the tip of the blade for failing numbers will be a the CSM level first. This program has been difficult since the changes statrted in 2011. There has to be some oversight to ensure that your assigned sponsors are doing their duties.
