If he is working in a field that requires to work with electronics/repair electronics probably not a good idea. Some of those rates actually have a huge salary and can even land him a really good job in the outside world. And for the electronics work bits, it actually would help that future sailor. If that person was working on energized equipment, with the level ships power operates at, it could save their life. They would feel it from a foot away. But the common magnetic implant that people get isn't strong enough to do anything to electronics, do anything significant in an MRI or even be detected by metal detectors or those airport X-Ray machines. The only specific thing that the regs say about implants is that they must not be intended to present an unnatural appearance, which a magnetic implant would not do. Depending on the rate they have, it could be like a super power.
