Nearly 20 bicycles used to help rehabilitate wounded veterans were stolen last week.

If you want to send a clear message, charge them with terrorism when they are arrested. They did break into a Navy storage unit which is technically a government controlled facility, They stole bicycles which are technically military hardware. Throw the book at them and let everyone learn from the example.
