IM and other Internet based collaboration/social media are merely tools to be used for good, bad, or indifferent purposes. They even have practical applications in business and government. In my last incarnation as an architect of data systems and applications, I introduced many businesses and agencies to these tools and many others (including email). I well remember 9/11 when IBM offices in and around New York were able to communicate via Sametime (an early IM tool they had developed) when land line and cell phone systems were either overtaxed or out of service. (The Internet is far more hardened than phone systems) I helped businesses set up Internet portals that included IM so that help desk operators could assist customers who were having trouble placing or tracking orders. No, there's nothing wrong with employees having access to these tools. However, like all tools, trouble starts when they are abused. And, they don't need such tools to waste time. In an even earlier incarnation, I was a Post Entitlement Adjudicator (there's a govt title for you) for the Social Security Administration and I can tell you of many ways employees there found to squander time, but that's another story...
