Since the President decided to skirt the law with the Nuc deal and not pass this as a treaty. Is it non-binding on the next President?

Im under the understanding that the Iran Nuc Deal should be voted as a Treaty and that requires a 2/3rd's vote, so Obama skirted the law to avoid the need for 2/3rd's. Since he did this. Is this a binding agreement on the next President or can he choose to just ignore it?
