They need an infusion of money from Congress, that it would completely waste, otherwise, so that the Border Patrol can be multiplied in size by five times. And we need not wait on "The Hair" to build a wall. The Feds can and should build it now. With the extra manpower, build watchtowers literally every mile or so. Install the most advanced electronic listening devices and cameras. Most important of all, make it impenetrable, insurmountable, and completely idiot-proof. The Insurrection Act specifies the circumstances under which the president may convene the armed forces to suppress an insurrection against any state or the federal government. Furthermore, where an individual state is concerned, consent of the governor must be obtained prior to the deployment of troops. The Posse Comitatus Act provides penalties for unlawful troop deployments.<br /><br /> Even under DoD Directive 3025.18: Defense Support of Civil Authorities (DSCA) of 2014, it is made clear that the only "in extraordinary emergency circumstances where prior authorization by the President is impossible and duly constituted local authorities are unable to control the situation, to engage temporarily in activities that are necessary to quell large-scale, unexpected civil disturbances because:<br />(1) Such activities are necessary to prevent significant loss of life or wanton destruction of property and are necessary to restore governmental function and public order; or,<br />(2) When duly constituted Federal, State, or local authorities are unable or decline to provide adequate protection for Federal property or Federal governmental functions. Military standing guard duty on the border does not satisfy any of these requirements. <br /><br />The solution is to actually hire enough United States Border Patrol Officers to do the job that needs to be done.
