It benefitted the services by bringing in the needed experience and leadership. To answer the question in your posting, it's too early to tell. Each situation is different than the last. With the state of warfare as it is currently, I don't believe we would need to bring in those older civilian experts. They make too much money as contractors anyway to come back in.
