Now you are wanting those who can no longer deploy, to sit back at a desk, or the motorpool, using resources that are in either short supply or lacking, so those who can deploy, and often have 4-8 times, keep getting the chance to come home without a body part, before they can relax? The notion of infirmed being taken care of internally started downhill big time when injured road workers became flagmen. Enter social justice and the injured guy was tossed out on the street for a more politically correct worker. Seabees can't do construction in CONUS as the unions and trades who grease the politicians hyped the concept that food was being taken out of babies mouths. Non Combat desk jobs are being ever more pressured to go civilian or contractor because the MIL body cap means you can't have a trigger puller if you are carrying a walking wounded around. So the question is academic and an interesting idea, but so many things that have become the norm would have to be undone which is a business loser resource wise. That's why the Service will determine if keeping a MIL around is better than pitching them out to the VA and different budget pool. Remember the Brass always looks to optimize warfighting with every dollar.
