Nothing at all. You have a legal right to vote which allows you to go to the polls and cast your ballot. Voting and paying taxes have nothing to do with each other. It would also require amending the constitution; not something that should be taken lightly. I would prefer that something be done to benefit vets; like exempting military pay for active duty and retirees from income tax. At one time only property owners could vote. The logic behind that was simple; the lazy have-nots didn't have a stake in the game because the founders didn't create a pure democracy where mobs could vote away property rights. It gave the incentive to work hard and buy their own land/property. There should not be a litmus test concerning taxes or otherwise. With that said, and I know this will start a small fire, you do realize that thee are voting Dems and Repubs who profit from "living off the system" both rich and poor. This is a not a liberal thing or a conservative thing- its a socioeconomic thing which does not have an easy fix in the short or long term due to certain ideologies, our nations own economic standing and a host of other mitigating factors which makes such a feat in itself.

Policies on both sides of the aisle has helped and has been detrimental to our poor and has been as such for quite some time. A simple fact- you will always have poor people, you will always have people mooching off of the system and most of all you will have well meaning policies which do not always work out the way it is intended.

I would also like to point out that that (now this is just my recollection here) the people you most likely see (or not), you likely hear about (or not) with the fancy cars and such living off the "system" most likely make up approximately less than 1%- ok I will be generous and say 2% , but get 90% of the visibility which in turn skewers our perceptions. That last part was just some mental food for thought. Here's a different spin on this:

"Are taxpayers that take advantage of many deductions and credits carrying their fair share of the tax burden? Or are they cheating the system by finding tax loopholes to weasel out of their tax liabilities? The tax system we have doesn’t always seem fair, and the best way to make it fair is to lobby our elected representatives for true tax reform to ensure the tax burden is shared equitably among all taxpayers.

Some taxpayers can earn over $100,000 and still manage to pay zero tax. Ignoring issues of fairness, it is financially prudent to take any available tax deductions and credits for which you qualify."

https://blog.personalcapital.com/financial-planning-2/average-american-pay-no-taxes/

How Can The Average American Pay No Taxes?

Taxes are usually the largest recurring expense of any household.
