His pants were below his briefs. He was having difficulty walking because they were so low. If I had a restaurant and someone walked in with their pants down to their knees, I would tell them to pull them up or get the hell out....and then I'd be thrown into jail...ugh. I hate to see it, I think saggers look ridiculous. However, I don't agree with a law against it. If they do, what will the next group of lawmakers dislike? Sneakers? Blue jeans? Ball caps? I think passing laws telling you how you can and can't dress would lead down a dark and unchangable path. Just more rights taken away.
