Is it time for the US ("We the People...." in order to "...insure (our collective) domestic tranquility..." so that we can finally "...provide for the common defense..." that supports the capacity to "...promote the general welfare..." by insuring real "...justice..." is "...established..." so that those who don't give 'a rip' about human life or well-being have all @##%@#%@ rain down upon them so that once and for all each person regardless of who they are can finally "...secure the blessings of liberty for themselves and their posterity..." so that such secured blessing can finally lead to that illusive "...more perfect union..." we all seek!!!???!!!???!!!???

The bill needs to be written so that there is a definition or cabinet departmental determination of the groups by name and not enumerate by name in legislation. It would require legislative action each time you want to add one or some.

Terror is a strategy. By far the most useful piece of this would be to hinder their finances and ability move money. Without finanacing Osama Bin Ladin would have just been an angry guy roaming the streets of Jeddah.
