That being said, that FREE ID should do no more than prove your identity, if you want to upgrade to a Drivers License, Passport, or other then you must pay the normal fee, if you need a new one more often than is considered normal you should be required to pay a small fee. Issuing ID cost money. If you make them free, or let someone use an ID they have already paid for, that argument goes away.<br /><br />2) Age "may" preclude possession of documents which prove identity. However... if anyone has ever lost their wallet, and had to replace EVERYTHING, you can usually have someone vouch for your identity, providing you know all the other pertinent information (like DoB, Mother's Maiden Name, SSN, etc). The question is whether this procedure is overly restrictive or not is really the debate, not whether the ID is actually available.<br /><br />That said, I'm opposed to a National ID card. We don't need one. However, any Citizen/Resident that wants to exist in "modern society" needs to have some form of ID. The argument that it shouldn't be required to vote (prove voting district) is flawed and disingenuous.
